Disadvantages of Administrative Contract Ended with Administrative Misdemeanor

This study examined the reasons behind defects in administrative contracts and the role these defects play in causing administrative misdemeanors. It assumed that administrative misdemeanors arise from flaws in formulating administrative contracts. The study aimed to identify common defects in administrative agreements that lead to misdemeanors and to analyze the reasons for these defects. Using a descriptive-analytical approach, the study reached several findings, the most significant of which include prevalent errors in the formulation of administrative contracts, weak internal and external controls, and the impact of manipulation in conducting tenders. The study recommended several measures, with the most important being to enhance the quality of the legal formulations of administrative contracts, strengthen internal and external controls, and improve tender systems to promote transparency and accountability.
