The Role of Effective Education in Raising a Good Citizen According to The Objectives of The Human Capacity Development Program

This study aimed to identify the role of effective education in cultivating good citizenship according to the objectives of the Human Capacity Development Program. To achieve the study’s objectives, a descriptive approach was employed using content analysis of the Human Capacity Development Program document, focusing on the role of effective education in fostering good citizenship. The study sample included the objectives document of the Human Capacity Development Program, structured around three main pillars: developing a flexible and solid educational foundation for all, preparing for the future labor market both locally and globally, and providing opportunities for lifelong learning. The analysis revealed a total of 443 ideas related to the role of effective education in cultivating good citizenship. The content analysis tool’s validity and reliability were confirmed. Results highlighted practices and indicators illustrating the role of effective education in promoting good citizenship across five dimensions: religious, national, cultural and civilizational, social, and economic. The analysis also revealed a balanced distribution of indicators reflecting the role of effective education in cultivating good citizenship according to the program’s three pillars, showing a convergence in inclusion rates: "Developing a flexible and solid educational foundation for all" (34.31%), "Preparing for the future labor market both locally and globally" (32.73%), and "Providing opportunities for lifelong learning" (32.96%). The inclusion percentages for each dimension were as follows: economic (27.54%), national (20.09%), religious (19.41%), social (18.06%), and cultural and civilizational (14.90%). The study recommended integrating good citizenship dimensions into educational practices, with an emphasis on the economic and national dimensions, ensuring the development of Islamic values in students, promoting student engagement in school and community activities, and establishing a structured plan for these activities by school administrations with regular monitoring and evaluation of outcomes.
