The subject of protecting the rights of persons with disabilities is considered in the laws of many countries nowadays as one of the topics deserving attention. Whereas the 2019 statistical release of the General Authority for Statistics in the Kingdom of Saudi Arabia declared that the number of persons with disabilities reached 1,445,723 million person out of the 21 million population. Their male’s percentage was 52.2%, while females was 47.8%. Mentioning that the development and progress of countries is measured by the extent to which they care for societal groups of persons with disabilities, especially with the international interest in issues related to human rights in general and the rights of persons with disabilities in particular. The Islamic Sharia urged ahead of the Universal Declaration of Human Rights (UDHR) the care of disabilities categories of the society and depending the reward and reward in the Hereafter on doing good to those categories and encouraging to do good to them. The said of Allah, the almighty: He frowned and turned away (1), When the blind man approached him (Prophet Muhammad ﷺ) (2), But how do you know? Perhaps he was seeking to purify himself (3), Or he might receive admonition and the admonition might benefit him (4), (Surat Abasa, 1-4). The constitutional protection varied for each country in caring for the rights of persons with disabilities and urging their integration into the same society without any differentiation.
